The main purpose is to correct your save data to match the current game version or mod reasons. I guess the development (beyond minor things like bug fixing) is over so you don't need to do so as often now. But it can help fix issues sometimes.
that honestly doesn't matter, money is easy to get in this game and its an extra option, nothing would be forced so i don't see why you would care so much, no one would make you buy them but some people would like to be able to.
They can make contracts so long that this is effectively the case. However you WILL loose them on import. So that isn't all that useful after all.

personally i think they ran out of money and are finding ways to raise some to make the game that will make them millions
I think it would semi-work with Better Mercenary Contracts too. By "semi" I mean they added their own dialogs for this, so the Better Mercenary Contracts is irrelevant to the new types of merc squads, but should still work with the old squads. They seemed to only have modified 1 existing dialog, and that's related to healing.
