You need the Modern Dodge DLC to get this engine.
For the record, mod makers have no control over which DLCs the devs force them to use. :)

I added the Hellcat engine in game editor because I'm picky about lining up exhaust, driveshaft, adding the biggest tires I can fit under it, etc.. Works great for me and flies! Also changed cx=0.35 to cx=-0.35 The lower the cx= value, the faster the cars go. :)
Just make a copy of the master config.txt you want to edit and rename it next in line (config5.txt for this one). Then you can edit that file either in game editor or config5.txt without losing the original mod. If you just edit the default, it will be overwritten when modders update. :)
