Not every swatiska is fascist: It has origins in Asia and it used to meant a symbol for good luck. Now when the drug addict known as Hitler stole it and ruined the meaning of the symbol, most people think of Nazism when they see a Swatiska. Depending on what kind they are looking at, they might be looking at a literal pagan SS symbol (which they would be right on that matter) or some symbol that looks slightly or much more different then the Nazi one (which they would be slightly or very incorrect on that matter)

TLDR: Most / Some of These "Nazi Symbols" never had any "Nazi" origins, but instead get associated with the symbols that were CREATED or "Fully Re-Purposeed" By the Nazi regime and organizations, groups, and political parties alike.
