That's strange. How large is the city that you're playing in? It could be that only new citizens would have the chance of looking different.
I've been trying to fix it but it's not working
They should spawn amongst the vanilla citizens. Nevertheless, I plan on making a lot more!

Sadly, we don't have a way to do this yet. We would have to create a mod that keeps certain citizens from spawning, similar to the Advanced Vehicle Options mod.
