you have to unlock them first, either with DarkRP or console command. They spawn locked by default.

Re: Crashes
Alpha 4 fixes the crash with x64/Chromium.

Both are planned before Beta 1, all the tunnels currently in the map will lead to new districts. Similar to downtown_v4c_v2.
