i set settles deactivated
at the beginning the mod really worked we all have only one city
but at about round 250 (i am industrial age AI is the Renaissance Period) i found the AI players build the second city on the map
and i cant build settles
i dont know where the problems are

Immediately makes the epic war I just defended myself against (Ottoman, Khmer, Poland and Canada all piling up on me, with a 1200, 800, 900, 800, combat strength versus my 600) a lot less victorious.
How about adding a new settler if the new generation has come?
Your problem in turn 326 on the other hand might be the same like BINARYGOD's and Glemt's.
PS: Statue of Liberty has been changed in Gathering Storm. It gave two Settlers in Rise and Fall, but not in Gathering Storm. And also no two Settlers in Vanilla btw.

As the Firaxis developers announced a huge update for the modding tools "soon" in a livestream before the launch of Gathering Storm, I hope it will be a release of the game DLLs. This would make modding (and debugging) much more easy and I already plan a full and bigger relaunch of this mod, including complexer rulesets available. So stay tuned. :-)
I know you said it hasn't been tested in multiplayer, so not so much expecting an update/fix as just letting you know of a small issue. On some maps in multiplayer (seen it specifically on huge Archipelago and Shuffle), some AI civs are able to bypass the limit partway through the game. This is specifically purchasing/producing additional settlers (not capturing/free from villages/etc.) even while the national wonder is still in place. It's been pretty inconsistent (never seen it on TSL Earth and the civs able to do it vary), so I'm not even sure it's an issue attached to this mod, but it does affect its usage.
Again, great mod - makes general play as well as larger maps with lots of civs much more enjoyable!

I had fun with a "Settlers Disabled" 62 player ynamp map. Set a nice cap on number of cities and loyalty really mattered when conquering. If I played the same game without the mod, it would probably have taken 10 minutes to cycle through each turn in the late game.
