The player has the "engineer" unit trait to allow him to repair the titus. Does it not work?

The commander seat allows you to open the UAV Terminal. Once you open it, connect to Mk41 VLS. To be able to fire you need to laser designate a target from the commander's camera, then switch to Mk41 and lock onto the laser.
