For those who have some kind of flickering with "shadows", it's caused by Logitech G HUB program. For some reason it makes MXAO flicker, just quit G HUB and you shouldn't have the issue.

I was missing the dxgi.ini.. but i took an ini file from another game.. opened it.. deleted everything inside.. renamed it to dxgi.ini and slapped it in my total war folder.. this let me launch the game with the shader running.. hope this helps someone that comes after me (i was too lazy to figure out how to make a fresh ini file)
You choose directx10+ after it installs it into your game folder you need to:
"Rename "dxgi.dll" to "d3d11.dll". Same for the "dxgi.ini".
