as far as i understand they are upgraded with the mainbuilding chain in your settlements.
Low down of recent changes:
- Rome's values have been lowered, while Eastern has been buffed. This prevents Rome from having a big advantage, while also leveling the playing field for Eastern & Hellenic factions
- Ground values have been tweaked in an effort to better mimic the contrast between traveling on roads & different terrains. Most terrains (though some more drastic as others), for example mountains, forested hills, & tundras, will highly encourage stacks to take routes with roads, unless they are willing to sacrifce time & movmnt. This leads to more predictable access routes on the campaign map & more strategic gameplay with amubshes havng more appeal
- Roads are actually upgraded now & provide their own bonus, not just movement bonuses as a whole. I'm not aware of a single other roads mod that incorporates this system, strangely enough
I dont know how well these values will work on vanilla DEI, as they've been balanced for my realism mod, but cheers nonetheless
