@Marcus if I remember correctly he starts at about 60 with + or - 5-10 points depending on the stat.

@War Medic for the most part yes, I didn't realize though until I lost the original file that he doesn't have a preset appearance like I intended. so he will start with a random appearance but his dialogue works fine so you can just take him to a surgeon.
