Yeah New Mombasa rivals NYC I think for size, the elevator's anchor complex alone is about half the size of Manhattan :D

@blok Got a question for you. Do you mean literrally the entire city, or just what you see in Halo 3: ODST? Because from what I understand on the size of all of New Mombasa in Halo, Space Engineers would crash long before it would be completed. The Space Elevator, the ONI complex, Massive bridge you drive across in the Halo 2 mission Metropolis, etc. Needless to say, it would be rather difficult.
