Plenty of addons that distributed CSS content have been banned. (I would know, I reported some of them.) Also a lot of people know how to open a gma file, it's not some intense military-level encryption.

I would only be able to get away with including the content if it was like 2-3 textures/models, not a metric crapton of them which this map uses.

Has anyone ever been prosecuted by Valve, or removed from the Steam workshop over it in the first place? Plenty of addons include some CS:S assets. Plus it's not really 'giving', since it's encased within a .gma/addon file - and .mdls only work within Valve's games, and there's a whole UI and game you're not giving to the end user. It may be rocky ground legally, but if you use items sparingly then you won't be the first to be fined (and even then, in such a wacky scenario, you could crowd-source funds).

The thing we legally cannot include CSS assets, since we'd be giving you assets for free that you would otherwise have to pay for. That is illegal.

It's not hard to take any textures in your map that aren't in Gmod, and put them in the map files. You can google the file name if you don't know how to unpack game assets. It is laziness on the part of 3/4 of all the map makers, forcing users to spend money unnecessarily.

I did actually pay up myself, but suffice to say that it's stupid to have to buy extras *on top of* what the game already costs - *especially* if it is due to laziness.

Sheesh, these people probably couldn't even make a box with lighting, let alone pack content into a map file.

It's not laziness, it's requiring a game you should have gotten with GMod anyway since 3/4 of the addons require it.
