@LambdaFox i have the same problem but the females are messed up, and their faces are the most messed up and when a ragdoll gets far away, it loses it's suit.

@Gamer4Life Nope, that's Combine Soldiers, MPF are normal citizens that undergo brainwashing when they start to rank up.

@Innocent Doge Only the combine have deformed faces, not civil protection.

The female_02 model's face texture is screwed up.

Two of the females have a weird face texture.

@nichmail 1. It's their job to do it and they do it under threat of having them and their families punished unless they do as they are told. 2. You just can't tell if they are male or female.

I'd speculate about it nichmail and say that it is because the Combine doesn't know much about human culture, and take the humans as a kind of animal - which they are. The males are meant to stay out and gather food, and as a result they have a more athletic build while the females are supposed to stay home and carry children, hence them having a less athletic build.

They dont even seem like Civil PROTECTION to me. They beat citizens up. And a few questions.
1. If people join CP for better lives, why be cruel and make other lives worse?
2. Anyone notice how there are NO female CP's or combines in HL2 ?
