Are there any mods that buff the flagellant back to how he was before the patch that nerfed him?

Original Reborn mod did not include Flagellant class at the moment of publishing this mod. Can't say for now though.

Why use this mod instead of the original? Are the old Reborn mods out of date? I was thinking about using them after I finish a vanilla playthrough.

They just changed. Overall effectiveness of the class remains aproximately the same. You should try it yourself. It's the easiest way to realize how does it feel now.
