It wasn't disabled, but i solved the issue by subscribing to the Followers Mod. Thanks anyway.
I really appreciate your work, Kate looks exactly like she does in the original game, probably even better. Great job!

You probably have the NPC AI disabled, you can check that pressing Q and in the upper bar in the NPC menu

I can only tell you to try different things until it updates, like resubscribing to the addon or finishing the pending downloads

Ok no need to rush take your time and always have fun. Anyway I found a way to really make kates hair long and make it look cool with the bone tool.

basically extracting every part from the game and replacing the skeleton to be able to make playermodels, that's why it takes so long sometimes, if the addon only offered ragdolls, or posable models like the ones from SFM, everything would be easier and faster

I will eventually update these old addons, it takes good time to port the different cosmetics to be usable as playermodels. If they were only ragdolls the story would be different..

check if there are any remaining downloads in the steam queue, redownload the addon, restart your game/steam/PC there are multiple things that may or not work to solve this problem.

Before unpacking the assets didn't work due to Behavior changing the way their assets worked. I'm honestly stumped trying to unpack them for a personal project, could you possibly tell me what you did?
