This addon doesn't have any sounds so the static issue is clientside. And the badging can't be removed. My screenshots only don't have the badges because I edited the car's textures and alpha'd them out.

also why do i see the badge supercharged right on the side of the vehicle? that wasn't really there and i can't remove it from the car

This isn't a car, it's photon. You have to download TDM's cars.

it should have the rear/headlight strobes. not sure if workshop updated it correctly but ill update it again to make sure

The light pattern seen at these two shots should be the Code 3 light pattern. Also, see if you can get the head and tail lights to flash as well.
