1 stroke pars should never happen, period. Unless you setup a course where the tee is on the edge of the hole with borders all around, so the ball can go nowhere but in.
Not only is Par 1 unrealistic to expect of an "average" (again, incorrect term, but it gets the point across) player, Par 1 also gives good or great players no scoring room to shine.
Similarly a course were a hole in one is obviously impossible, should rarely be Par 2, if it is going to take one shot to get a chance to sink the second shot, you are expecting perfect play, Par is not, an should never be, *perfect* play.
First, the primary issue seems to be unrealistic par estimates. Certainly reasonable for anyone who's played multiple times, but this course is far from intuitive.
Many pieces used for construction of courses are not executed correctly or lined up right (especially the curved half-pipe pieces). If the author would add 2 to the par on a number of holes, it would be reasonable, but this is ridiculous sometimes. Even conservative shots will end up out of bounds sometimes. Really don't think I'm being unreasonable, but this course could use adjustments.
Seems like the bounce pads are put there as a distraction on some, but the bounce pads aren't set right if they were meant to be useful on others. Even doing full power at the right angles will come up short on being a shortcut. Absolutely no point to some of these pieces except as a distraction to keep players from getting a better score.
