So the simpliest solution is maybe if you could just change the TSL of the Luba mod as I'm unsure if Terra Mirabilis would change the TSL of a world wonder "just" because of the incompatibility with only (as far as i know) this new civ mod (they haven't answered to me yet). I looked at possible alternative TSLs. According to Wikipedia, Nkongolo Mwamba's capital was near Lake Boya. In Giant earth this must be between 26/25 (Kabinda) and 27/25 (Kongolo), as no tile exists between them, I'd suggest to choose one of them. 27/25 is plains with jungle, 26/25 is just plains. I checked, it's no mountain tile or volcano placed there, this causes most problems with invalid TLSs
