However, every time I start the game with the mod it gives me the following error:
" Addon 'Bystrica_Water' requires addon 'CAData' "

I guess there is no way to set permanent level for water at any time without having terrain source files.

Something interesting is that the BWCM still working UNDER the water.

Copy and past any config.cpp from Overwatered in a new folder that you will name according to the map you want to edit, open config.cpp.
Under class CfgPatches you will have class MAPS_Water (ex: Stratis_Water), replace "MAPS" by the name of your map, then go down to class CfgWorlds and search for class MAPS (ex class Stratis) and replace by the classname of the maps (that you can find in the editor (ex: myMission.Stratis)
