Tell me; if Tibet "became part of China" under Tang, then why did this "part of China" sack the Chinese capital 3 times under Tang? Not even China is stupid enough to claim Tibet became part of China under Tang. Their claim, made by Hu Jintao, is that Tibet became part of China under Yuan, which is hilarious given that the Yuan Dynasty wasn't even Chinese; it was the name China gives to the MONGOL Empire.
I actually like that functionality though since it gives you some strategy in city placement and selecting which tiles to work. Maybe just update the tooltip?
