The fix is to use Alternative Mod Launcher (AML): https://github.com/X2CommunityCore/xcom2-launcher . I'll update the description on all my voicepacks to note this.
In Vanilla working
The pool is a separate mod. There are separate versions for XCOM2 and XCOM2 WotC - both are linked in the description.
This is expected. It's built this way so the same mod works for both vanilla and WotC. You'll see a compatibility warning, but original XCOM 2 voicepacks work perfectly in WotC.
It's built with the original XCOM 2 SDK, but includes configuration entries allowing voices to be assigned to the new WotC units: Reaper, Skirmisher and Templar.
