Sorry for the belated response. If the issue is with getting the sdkk set up, after you've downloaded it put the SDKK-UDK_Install folder inside steam/steamapps/common/toxikk and run the installer inside the folder. After the installer's done its thing, verify the integrity of the game files (right click toxikk icon in steam, go to properties, local files tab, and select verify integrity of game files). The editor should work fine after that.

Hmm, haven't heard of that happening to anyone else. Are you sure the map was downloaded? Did you have one of the supported game modes selected (bloodlust, arch rivals, squad assault, squad survival)?
