In order to play multiplayer, you either need to coincide when a server is running with it, or start a listen server running it, and others can join if they have the map.

By default, Steam doesn't download while games are running. Even if you enable it to, the game still needs to be restarted for it to recognize a new map.
It is best to have the game closed, click subscribe, verify steam downloads it in the downloads section, then start the game.
Unfortunately, there is no other real way to make it known.
If the devs can fix the server cook process, then a dedicated server option could be made available and that can makes things easier for more server options
I'll get the server up now, see if people catch it.
It's very hard to find random public joiners though as they need to have the map beforehand.
Did you just open it through console? If you do that's just solo play.
You will need to join a server when it is hosting it, to play with others.
