This particular monitor is called 343 Guilty Spark, Guilty Spark was a big character in the first three Halo games.

You could use the ''Model Manipulator'' Tool (search the Workshop), you Spawn a Combine-Scanner (just one of those round flying things) then spawn this Model and use the MM-Tool to copy and paste the model onto the Scanner. Works with almost everthing!
