Fantastic new. There seem to be a number of WotC voice packs which only support the Hero classes but when , e.g., a Templar Rends a baddie there're no specific voice lines.
It means that Reaper-specific actions are voiced. The voice cues are not necessarily unique though, some of them may be used for non-Reaper actions, like run and gun, fan fire, heavy weaponry, etc.
Just create the Mods folder manually and install:
Steam\steamapps\common\XCOM 2\XComGame\Mods\<Mod folder>
Make sure that the manually installed Mods folder is registered in the Community Mod Launcher. Options or Settings menu.
Are you sure you load it correctly?
You should put the folder to <your local disk>:\Program Files (x86)\Steam\steamapps\common\XCOM 2\XComGame\Mods, then select it in mod launcher and run the game.
