I think the stats should look like this :

Pros – +25% Movement Speed on Wearer, +15% Fire Rate, +33% Clip Size
Cons – 10% Damage Penalty, +10% Bullet Spread

i like it but i think it needs one more debuff because 10% extra damage and 15% extra move speed while crouching is still pritty op.

but great moddle and like your suggested stats but i think it needs another debuff besides -33% clipside but still gr8 work i like it.
