Once combat extended is updated, yes.
Make sure you're using vegetable garden, you can find all required mods in the sidebar of this mod.
By only looking at the description of that mod I would say a cautious 'yes'. However it depends a little bit on the details of how that mod is made. At the moment we're busy working on the next update to Westerado but if you want you can just try it out and report any issues you have and we'll patch it when we have time.
You shouldn't be noticing any difference. Maybe 2-3 fps if you set the map tile size to the largest?

Honestly haven't measured, but I'd assume it would. Should be tiny on any decent rig though.
