Update: Found the portraits, it doesn't get overwritten because it has its own section called "mod_hammer"

Have encountered the "File Missing" issue and applied fix, and it occasionally worked, however the portraits are not showing up upon portrait selections. I had thought that it was being overwritten by the Pony Tech mod that adds in species and portraits, however the mod was already set up higher. There's likely an incompatibility between the two

For anyone that is having this error with the mod "file is missing" all you have to do is go to your steamapps\workshop\content\281990\1384202121 then unzip the ponyoc mod. Also use 7zip or winrar when unzipping it cause windows can't fully unzip for some reason

apparently the new launcher is having issues with this mod (and some others i like to use) saying that a file is missing this permanently disabling it
Overall (dispite the stellaris launcher being a d-bag) great mod! i love it :)
