its not chance based, it'll always zap if it can, it just has a short cooldown after zapping once, so it might not zap because you're either out of charge or still in cooldown time

Is it luck based? Like, is there a higher chance of zapping your enemies with higher luck?

This will be cool as a bomb effect (if you kick the bomb to an enemy).
