@SultanSun: If a mod won't show up in your modlist after subscribing it is usually due to a cache error. This is usually fixed by deleting your mod database file located in civ 5's cache folder. Also note that it takes a while for mods to load sometimes so give it a minute or two before backing out of the mod menu.
The UA will be changed in the next update if only for the sake of simplifying it. The Citrus bonus and Happiness penalty will be removed and a new UB, likely replacing the Hospital, will replace the Reconditioning Chamber and provide Citrus instead.
The new UA will probably be: +15% Production (except when building Wonders), but relationships with City States fall apart immediately and don't improve over time.
I think the archers themselves are pretty good. Even though it may halt growth, the production bonus offsets it that the time to produce one is short.
As for the citrus archer the real benefit I've found is that with a dozen or more camel archers you can crush any enemy resistance and blitzkreig your way over a city or two at the cost of growth. Their other weakness is that they all turn into rather useless gatling guns (otherwise they'd lose their promotions becoming cavalry). I'll probably reduce the cost to that of the regular camel archer at least and wait for more player feedback.
