It's an achievement weapon for having 1 strange weapon with Hale's own rank.
4 strange melee weapons is waaay too complicated to implement in 2 minutes.

if valve put this hat in tf2 and it can get it by beat Saxton Hale, everyone starts play Saxton Hale mod (its awesome and I love it ^^) and then valve starts think like: FUCK! But Sniper fists for melee wep is a good idea, then u can play as karate sniper... aww, that would be cool. AND that hat is OKTOBERFEST! (not rellay) its amazing
