tried requirements , seems to affect all cars still

But I can suggest you something :

#1 Download all the requirements if you haven't already
#2 Unsubscribe & resubscribe to the requirements
#3 Relaunch the Game several times
#4 Verify Game Cache

Ohh, just be sure to check if the car is not behind a texture that hides the lights
The car lights always disappear if the texture in front of the car is a texture that has hiding property

Vehicle lights , like photon and simfphys , seem to only render at certain angles or through the handheld camera.

i seem to have a bug where vehicles lights only work through the camera

Right Click on the car, and Left Click on "Equipment" to change between the 5 Configurations Available

Press "X" to get the takedown lights to work !

-Working Front Lights and Tail Lights
