It is an effect that blends an image/texture. I have a quick guide here:

There is not, but Wallpaper Engine should scale the image just fine.
With the current features in Wallpaper Engine this is not possible with a scene. I will look into more options(nsfw optional, xray radius, etc) once more property settings are available.

Yeah it did the same thing if played in a window. This new "v2" version works though, but the layers seem to be out of alignment, they move out of sync. Probably because I'm missing windows updates as @Biohazard said

Sounds awesome, had enough people asking me how it is done that I was throwing together a guide. I'll still post it, but if you added a X-ray filter it may be outdated sooner rather than later.
