If that's the case edit the modinfo file in the Civ IV FE Civ support mod: Civ IV Traits must be loaded first, and modifying the modinfo file unloads the mod so Civ IV Traits can be loaded after Civ IV Trait base mod.
Is the Civ IV Trait mod now showing up on the mod list, or is it just the icons?
Check the Civ IV Traits base mod folder, and if it is empty reinstall
open this mod's modinfo file with notepad and save it assuming you have both loaded and try again (the mod should be disabled so you will need to activate this mod again)
