One potential problem I see is this medigun is rather long, isn't it? Either you end up getting stuck on stuff, or the Teslagun's nozzle phases through environment on the map (like support beams, door frames etc.) which would look weird.

My take on it's stats is like this.
+ Heals multiple targets at once in a chain (Soldier infront of you, heavy infront of him, demo infront of him. If any get to far away from each other the beam stops healing them)
+ Ubercharge causes any nearby enemies to be shocked and gives a small chance to neutralize rockets and grenades like the short circuit can
- Heals a little slower
- Can only uber one ally
- Triggering underwater will cause electric damage to self

Not all of it's necessary, but the uber would be so fun.

I actually had an idea for a medigun (well actally was sortof a collaboration)
And I agree with Bobs on this, becuase my idea was a tesla themed medigun that can heal multiple targets at once, and instead of a beam there are little "lightnings" that arc from the end to the heall targets. Bobs suggested that there can be up tp three, however perhaps it can heal an unlimited amount of players, though there is no ubercharge. Perhaps the Alt-fire can zap an enemy for more health and/or faster healing time for a short time? But I like the idea that it deals damge in water (because of its electricity) and the fact that overall it heals in a radius instead of focused on one person. So I guess perhaps my suggestion would be something along the lines of:

I have an idea:

Can't overheal
Healing teammates doesnt build ubercharge
Deals reverse healing on enemies (same speed as healing, but damage)
Builds ubercharge on amount of damage done
Ubercharge gives overheal, but not invincibility, and overheal doesn't fade after

I was thinking the name "Bad Medicine" would be appropriate :D

my suggestion:

+ healing beam splits to multiple teammates curing half as fast as the primary client, up to 3 people at once (to honor the capabilities of electricity)
+ using the beam on an enemy fills übercharge quikly (and deals some damage)
+ on übercharge, max clients is raised to 10 and healrate= 150%
- cannot overheal clients
- contact with water deal extreme damage to self and clients (also when only client goes into the water)
- übercharge rate -20% (compensates leachecharging)

any good?

My idea for this medi-gun would be that it charges at the same rate as the kritzkreig. the higher your uber charge is the farther around you you get an electrical aura that deals damadge to the enemy as if they where bleeding while they are in the aura. now when you are not healing somebody the charge goes down 2 times faster than it charges. idk i think that something like that in game would be cool. oh and also at any point and time weather your at 15% or 100% uber charge you can activate it and what it does is it blasts any enemys that are close to or in the aura away sort of like an airblast. and depending on the % it would push them farther:)

my idea:
uber charge makes the target and the medic get a 10% damage resitance vs sentrys and deal an extra 10% damage to sentrys and a 10% uber rate but 10 slower heal rate (lol theres a load of 10s in here XD)

Ubercharge suggestion: Instead of ubercharging teammates, you can apply the uber to an enemy and shock him and every foe nearby, in a voltaic arc style. This would dmg them by sec and slow them in X% until uber depletes. This way the medic would turn into an offensive option too, being able to heal and aply dmg too. Of course, there should be some nerf to uber charging and/or healing in order to not overpower it.
