"NCR Ranger Company" is the only exception in the numbering order. If you want to have a SF company who would follow general rules just pick "NCR Reconnaissance Company".
Just like the 1st Reconnaissance Battalion under Lieutenant Gorobets from New Vegas. They are special forces but they are not Rangers.
I order to do so I need to understand how mod determines which country is not civilized, which is civilized and which is advanced.
It is done by giving (or not giving) certain technologies to certain countries, so non-civilized country doesn't have the technology named "settled_civilization".
If I put "can_use = { NOT = { has_tech = settled_civilization } }" in a list countries without "settled_civilization" technology won't use this list.

Devs explain how these lists work under "#" sign in each .txt file there. See how they did it. It's not that hard if you understand the syntax.
