I looked at the file, not sure why it wouldnt work?

I tried using it, but empires were still able to declare me a rival even without me insulting them or them being my neighbors. Paradox lifted the restriction of not being able to declare rivals unless you are a neighbor. Pretty sure code changes will be needed :/. Thanks for the reply! I will keep an eye out for the other mod also!

I will take a look at it this weekend and see if anything needs updating code wise or is it a simple version number update.

Also have another mod coming out for stellaris very soon.

Are you going to update this mod by any chance? I miss the whole neighbor restriction tbh :/
