NO. The Arbiter is NOT the leader of all Elites or Spartans. Especially not during Halo 1 - 3.

The armor of The Arbiter was a symbol of shame and dishonor. The only way for the elite to get their honor back was to die in battle, usually a suicide mission that would help the Covenant. In Halo 2, the Arbiter learns what the Halo rings are and realized the Prophets were a bunch of asshats. Arbiter and Johnson made a shakey peace treaty to stop Tartarus and prevent a ring from firing...

The Arbiter only became the "Leader" after the Prophets betrayed the elites and ordered them to be killed by the brutes in a civil war. After the events of Halo 3, the Arbiter began his mission to wipe out what remained of the Covenant, his own detachment becoming "The Swords of Sanghelios"

Arbiter is in halo 5. And hes a bad ass

Have you seen the new theactrical trailer for the next Halo, it was announced since microsoft brought up the whole Xbox One thing. If you havn't seen it, look it up.

If you had played Halo 2 as the Arbiter there is one cutscene with Sgt. Johnson, he makes a truce with Johnson to stop the Prophet of Truth and the Brutes from activating the other halo rings which leads on up to Halo 3. If you had also played Halo 3, you would easily see the Arbiter on your side throughout the entire game. Proves the Arbiter was a goodie at the time.
It would be soooooo cool to have him back in series, especially in the next Halo game.

REALLY!, not just beacuse your not much of a fan, but beacasue of the Arbiter's face looking like an elite from halo 1. I didn't think that when i seen the original add on, plus that Arbiter model was used in Aalo 3 along with Sgt. Johnson.

oh the energy sword is usually blue but still a good model with the Arbiter's armour but the face is kind of a normal elite from Halo 1 and Johnson is the correct model from Halo 1/2/3 i think but i'm not a Big Halo Fan

I dont know, its either another prop from the halo weapon props addon, or that the original picture that was included in Srgt. Shotups addon must have been edited with a filter (post processing in gmod). When i first seen it i too wonder if that was from a seperate addon.

There is a tool called the workshop publisher, designed to upload gmod items. I think thats how everyone else upload items.
