m12冲锋枪发展于上个世纪50年代，全称是Beretta Model12 9毫米口径冲锋枪。简称为 m12冲锋枪或者是 pm12冲锋枪，m12冲锋枪诞生于二战之后，当年的意大利计划研发一款新型手枪口径的冲锋枪，用来取代旧的1938年服役的伯莱塔 mab38冲锋枪。

当时的伯莱塔公司的武器设计师多梅尼科萨尔扎重新研究了阿玛格拉OG-44冲锋枪的项目。一个处于原型阶段的冲锋枪方案，在经过进一步的研发之后，于1958年研发成功，并命名为柏莱塔Mode12型9毫米冲锋枪。次年正式开始投产，并在1961年获得意大利政府的官方订单，从而正式服役。
