The merchants will sometimes work fine for me, but their doors may be locked during business hours. Also, the book store merchant said I was trespassing during business hours, but using the console on her fixed that.
P.S. I have the nexus version of this mod.
Can you please fix this problem with the dialogue. The mod is realy awesome. But it realy needs this smal fix.

Im sorry to say that im just going to add to the "It doesnt work" saga which seems to be ongoing in the comments. I cant seem to get the shopkeepers other than the fishmonger to have any dialogue with my character.
I have tried downloading your test folder, I have tried putting the mod at the start and end of load order, and I dont have any other mods running that edit dialogue or factions (I dont think).
Its a crying shame actually, because the mod is so fantastic. I am currently just using the mod to improve the look of Raven Rock, but I really hope you can fix this problem soon!! :(

If that doesn't work, Anyone who has problems with the vendor dialogue not showing please send me a message containing your LOAD ORDER so I can help troubleshoot and narrow down the problem. It's likely caused by a mod that affect the dialogue or factions of merchants in the game.
If you are referring to the freeze/crash when you try to go back to Skyrim, that is NOT caused by the mod. That is a random recurring problem that has plagued the DLC since day one and happened to me a lot before I even made this mod, it even exists on the xbox.
Also you should first try disabling Permanently Populated Skyrim before assuming this mod is what's causing it, Permanently Populated alters NPC AI including merchants and mentions incompatibility issues.
If the merchants still don't work, try unsubscribing then downloading the Nexus file instead, see if that would work..
