I really dont know. Maybe, some edicts are locked behind certain techs, ethics or authorities and that's why you dont see them.

Is there a limit on the amount of Edicts you can add to the game?

I added several(EDICTS++, yours, and ash's) and for some reason a few of the edicts dissapeared.
