Under policies, under orbital bombardment you need to have this:

Spcifically the line has_valid_civic = civic_mutualistic_behavior is the only difference in between these two mods. Might be able to add that to this mod, make sure it overwrites, and you'ld be fine. If need be I can make a compatability patch, but for now, I just changed the policy file in the Hive DLC. *Shrug*

Regarding Zenith of Fallen Empires, it should be compatible.
