If you don't want to clean them, you should avoid this addon
This addon should send a "Successfully cleaned decals" message with a "." or "!" at the end.
It looks like an addon based on mine or modified through cvars. I can't be sure, but it looks like a leftover from a server you joined.
Again, try running menu_cleanupgmas

Try searching in your game's files (addon folder) and searching for decals-related .gma files, and delete those

In case you enabled removeragdolls, it will also run "game.RemoveRagdolls()" which, afaik, doesn't cause any lag. The only thing is that is gets the value of every cvar when cleaning decals, which shouldn't cause lag even though it's not really optimized because it's only a few lines.
I left gmod a few years ago now, and I don't think I can dev anymore in gLua, but I'm still happy to receive these kinds of comments! Thanks for all your love!
Open your console and type: annoyingdecals_time followed by the time in seconds
time passes very quickly
Second solution: go to \SteamApps\common\GarrysMod\garrysmod\addons and search for "annoying_decals" then delete the file.
It isn't actually my fault, sometimes addons don't delete even when unsubscribed. Sorry for that.
