Seems to work for Gathering Storm for anyone who might care if you enable him specifically in Mods.
Specifically:
1. Faster Projects with Theatre District seems to work.
2. GP award for completing Projects seems to work.
3. Theatrum works as advertised, but doesn't give out Tourism to Rock Bands like the Amphitheatre does (this last hasn't been tested thoroughly but seems to be the case).

Special Unit - Lute, has ability "renovate", move over a neighborhood and use the ability to raize it to the ground with fire
