the way to found the index folder is in the following instructions
C:\Program Files (x86)\Steam\steamapps\workshop\content\xxxxxx\xxxxxxxxx\js
you have to press right click in this wallpaper and then press in the "open in the explorer" after pressing that, you have to go at the js folder and then, edit the index inside of it.

Translation from Naikō-teki: if you want the clock to show the 24 hour format, go to index.js file and change the line 15 from if (time.getHours() > 12) to if (time.getHours() > 23 (or 24)) and in the next line change the -12 to -23 (or -24). Hope this helps for non-NA people
