His assigned value for nuclear bombs objective was -1 (but the range was 0 - 65536), which gave him the maximum value, hence an objective of an absurd amount of nuclear bombs.
This is why Gandy was a running mayhem throwing nuclear bombs everywhere.
Which was kept because ultimately, it's fun.
However, in this case, the issue seems to be very similar, this cannot be caused by the great mods Cosmic Fox keep spitting at.

When you reported on 03/23/2019 that CIVITAS Resources caused this same bug, Gabriel responded with the following: 'The 65k resources is a core-game bug, as far as i observed. It seems to be related with pillaging luxury resources while having them traded or something like thay (65k-ish is a number typical of unsigned overflow).'
The same bug was reported on civfanatics [forums.civfanatics.com] that same day, with the suggestion that it 'probably somehow gets to -1, and since it's unsigned, it's considered over 65k instead'.
Makes sense that if the number can only vary between 0-65536, then going to bellow zero may flip the value near it's upper limit.
