It has more HP than the eagle mounts the other lords get so im thinking maybe a level 14 - 15 cap on the mount, but maybe this is a small issue and not worth your time, only a suggestion.
I just looked through the mod and all the effects only affect the Lothern Sea Guard except the "set sail" power which gives all units a buff at sea. While SFO might give benefits to other units with sea guard tech, the mod's sea guard benefits strictly affect the sea guard units.
While I was looking through the mod I gave the melee attack and defense bonus for sea guards a slight buff because all hitpoints are increased in SFO and balanced by increased attack of units, so I think that the effect should increase attack more to keep up with the hitpoint raise.
