It's a weird source engine bug. On some maps, the breasts will jiggle non-stop, some other's it will only move occasionally.

Both nipples and the genitals had been removed by the original MMD author. Even if you use the sub-material tool gun, you'll only get a broken mesh body. Likewise, that update won't be coming, but be my guest and keep dreaming lol.
