I made some tests to make the Beastslayer an enchanted item instead of a weapon, and success! I am going to do some balance tweaks to make the item less of a weapon and more of an enchanted item.
So far, I have not had any success.
You could probably keep most of the original idea though; Franz doesn't get the Ghal Maraz quest until Level 14, so maybe allow him to equip the new Runefang into the Casting Item slot then the normal Elector Count-given Runefang can be allowed to become redundant, at least until CA wakes up and actually fixes this issue? Though I haven't tried modding WHII before (considering getting into it, though), so I don't know how viable that would be.
Maybe consider just outright replacing the new Runefang with his Gromril armor or something? It doesn't really make sense for Karl to give up his title of Elector Count to some random general. I mean, if his son became an available lord late in the game then yeah it might make some sense, but as it stands Franz's redundancy just got worse, not better.

Not a big problem for me to be honest. Worst was how this weapon was handled along side Ghal Maraz. Because you'd 10/10 times choose Ghal Maraz over Reikland Runefang.
