I don't think so. If you were able to build the station, it should work, once the rings are spaceships (because stations can't move).

Might be, should "unsupported stations" be turned on?

Depending on your server settings, it may be that the upper part has to be converted to ship first so it can move? Just a guess, though.

I turned on the rotor of the upper ring, but it is not rotating, any help? I even increased torque to 95 (or similar number) and still nothing..

It needs no mods. Could be that it has the "Letters Mod". But you won't need it to use the station.
